Hey all, I'm proposing an amendment that will do two things:
(1) Officially make the "Upper House" the "Parliament" (2) Allow for provisions to fully staff the Parliament when nobody answers the call for elections. The story here is that we only elected three of our five members of Parliament, and one has since ceased to exist. Nobody has stood for the by-elections I called, but I do believe members would be willing to serve if asked (rather than keep the by-elections open indefinitely).
If you don't agree with these changes, please say so. There is no amending formula in our Constitution, but I figure discussion here and majority vote of the whole region, like how we voted on the original Constitution, should uphold the spirit of our democracy.

Full support. I was going to ask you for your opinion of how we should pass an amendment that would allow us to pass amendments, so it's good to have a precedent here as well.
