I formally enter into debate this bill regarding factions in Londinium, and the rights regarding factions therein.
Article I: Creation of Factions
1. All citizens of Londinium reserve the right to create and structure a faction of their choosing.
2. For a faction to be recognized as an official faction of the region, it must meet the following criteria:
i. The faction must consist of at least three participants at the time of creation.
ii. The faction must have the approval of the High King.
iii. The faction must include a service or purpose devoted to our great region if Londinium.
Article II: Regulation of Factions
1. Each and every official faction of Londinium reserves the right to be run according to their leaders' and their members' intetests, and be completely self-functioning without interruption, with exception to the High King.
2. The High King reserves the right to approve factions as official factions of Londinium, to take away official status of any faction, to alter any factions' function as seen fit, or to abolish a faction altogether, especially when abusive or treasonous actions or intent are noticed.
3. The High King reserves the right to create a faction of their own.
4. Recognizing or removing status of the High King's faction as official, altering the High King's faction, and abolishing of the High King's faction will be handled and voted on by the Senate, with a majority vote to suffice in the Senate's decision-making.
5. Appropriate members within all factions reserve the right to abolish their faction without requiring the approval of the High King.

1. All official factions must create a manifesto including what the faction is about/what its purpose is, as well as a list of all of its current members. All manifestos of official factions will be made public to all of Londinium.
