The Legislative Process Act (2019)

An Act of the Londinium Imperial Senate to amend the constitution in order to establish a formal legislative process and to implement consequential changes to the procedures of the Senate.
Part 1: Minor constitutional changes
1. Inserts under “Article II: The Imperial Senate” “Section I: Role, Powers, and Composition”, in order to allow for the creation of a new Section II.
2. Establishes after the end of Article II as it sits currently, “Section II: The Legislative Process”.
Part 2: A New Process
The following shall be inserted under the new Article II, Section II as its contents:
“[1.]Hereby directs the Imperial Senate to the use of the following 3 (three) formal stages as its legislative process.
[2.] Stage one, termed “Principle,” shall determine the Senate’s interest in the principle of a bill.
[3.] Debate on the bill’s aims and consequences in general shall be facilitated, and after two days minimum a vote on further progression with the piece of legislation shall be called.
[3.] The bill advances to stage two if it passes in this vote, however is not yet enacted into law.
[4.] Stage two, termed “Scrutiny,” allows for amendments in order to tidy-up wording and to make changes and/or additions to the contents of the proposal.
[5.] Amendments are to be lodged in the name of political factions, and each faction is to be allowed two amendments maximum, each of any length.
[6.] Each proposed amendment is to be debated individually and voted on by Senators.
[7.] After two days void of discussion, once all parties have lodged two amendments, or once remaining parties have declared their non-intention of (further) lodgement, the bill advances to stage three.
[8.] Stage three, termed “Confirmation,” is to be the final stage.
[9.] Senators are encouraged to undertake a final debate on the (amended) bill as a whole, until reaching “decision time,” as called by the Consul.
[10.] At this point, they shall take a vote on the question of adoption of the final version of the bill, as amended, into Londinium law.
[11.] A bill is considered Law once approved by a simple majority of sitting Senators. “
