Seeing that elections for the position of Bishop of London have lacked organization from the beginning,
Understanding that the citizens of Londinium deserve more options on the ballot for Bishop,
Desiring to promote excitement in the election of one of our region's executives,
I, the United Barbaros, on this day, 9 February 2019, submit this bill to the Imperial Senate for discussion and debate.
With the passage of this act in the Imperial Senate, the following will be added to Article 1, Section III of the Londinium Constition:
[5] Citizens of Londinium may vote either for an official faction that will determine the Bishop of London from within the faction, or for an independent candidate.
[6]To be an eligible independent candidate, a nation must have public support from a quorum of nations, regardless of their faction affiliation or lack thereof. This quorum will equate to 10% of the region's population rounded down to the highest 10 achieved. In an example, a population of 37 will constitute a quorum of 3 nations an independent nation must achieve public support from to be eligible.
[7] Official factions will have the option to be omitted from being a choice for the Bishop elections if an independent candidate is in the running. If there is no independent candidate for Bishop, all official factions will remain on the ballot as choices.
[8] Independent candidates can not share supporters. Each independent candidate must have their own separate set of nations that publicly support them.
[9] Nations supporting an independent candidate may change who they support until the day before the election. After that time, a nation will be counted as supporting the last candidate they voiced public support for.
