The Senate and people of Londinium,
RECOGNISING the importance of allies and the establishment of colonies and puppet regions in order to best secure the interests and security of the Londinium people and State,
FURTHER RECOGNISING the dangers posed by raider regions and the threat of invasion by rogue regions,
AFFIRMING the importance of Londinium and the will to make Londinium an internationnaly important region,
HEREBY ENACTS THE « REGION ESTABLISHMENT ACT », WITH THE APPROVAL OF THE EMPEROR :
Article I – Londinium establishes relations, recognises and rules over puppet regions.
Article I.1 – A « puppet region » consists of a region owned by a Londinium member, that abides by the will of the Londinium Senate and of the High King of Londinium.
Article I.2 – Any « puppet region » must be legally recognised by the Senate of Londinium, and can only be considered legitimate by a royal decree of the High King of Londinium. The Senate cannot give legitimacy to a « puppet region » without the approval of the High King of Londinium.
Article I.3 – A puppet region must respect the Roman Aesthetic of Londinium.
Article I.4 – Any puppet region must have a founder with de facto absolute power over the region. This absolute power is kept in check by a Colonial Provision.
Article I.4.a – The Colonial Provision is the Constitution of Londinium with an extra provision added in. This Provision is an article that gives the specific caracteristic of the region.
Article I.4.b – The Colonial Provision cannot go against the Constitution of Londinium.
Article II – Establishes a new office in the Royal Government, the Colonias Prefectus.
Article II. – The Colonias Prefectus is nominated by the Consul, with the approval of the High King. The High King has the final word in the nomination.
Article II.1. The Prefectus has the task of ruling over and keeping track of the Puppet Regions. He's the bridgeway between the Royal Government and the Regional Governments. He reports to the Consul.
Article II.2 – The Prefectus can be dismissed by the Consul, however the High King may also demand a resignation, automatically confirmed by the Consul.
Article II.3 A puppet region is controlled by the Governor. He can appoint his own cabinet, but each member must be approved by the Colonias Prefectus. If the Colonias Prefectus refuses to approve any member of the Colonial Cabinet, then the Governor can go straight to the Consul in search of approval.
Article II.3.a – The Governor is appointed by the Prefectus, with the approval of the Consul. The High King can veto any appointement however, as can the Senate (after a vote).
Article III- Tasks of the Puppet Regions
Article III-1 – All Puppet Regions are “Fortifications” for further expansion, pressure or to specific spheres of influence, of the Londinium State.
Article III-1.a – Nations of Londinium may fortify or garrison any puppet region, with the authorisation of the Prefectus, as well as the Praetor. The Consul may oppose any movement of nations into Puppet Regions, but the High King has the final word.
Article III.1.b – Nations who haven't been authorised to garrison are to be kicked if they do not comply with the orders to adress Londinium about their presence in the region. The High King also has the ability to ask the Prefectus to order the banishment, permanent or not, of any foreign nation in a Puppet Region. If the nation is a citizen however, both the Consul and the Senate must confirm the banishment.
Article III-2 – All Puppet Regions must supply Nations to serve in the Imperial Army.
Article III-2.a – In the case of a general mobilisation, the Consul, the Aedile, the High King, or the Senate after a vote, can ask the Prefectus to mobilise Nations within the Puppet Regions. The Governor and his cabinet are in charge of mobilising the troops.
Article III-2.b. - All service in the military is voluntary, but can change based on any Temporary Mobilisation Laws.
Article III-3 – All Puppet Regions are to direct any new citizens to the Londinium Forum
Article IV – Home Authority within the Puppet Region
Article IV-1- The Governor and his cabinet cannot engage with diplomacy with foreign regions, other than Londinium and its Puppet Regions, without the approval of the Praetor and the Prefectus. Any who shall infringe upon this restriction will be sanctionned.
Article IV-2- The Governor is allowed to pass legislation in the Puppet Region. The legislation can be overruled by institutions that reside in the Puppet Region.
Article IV-2-a-X – The Governor can ask the Consul to declare the Prefectus's veto to be null and void. This is the only way to override a Prefectus veto.
Article IV-3- Any authority questioning the legitimacy or authority of Londinium will be immediately stripped of its legitimacy and replaced by a new Institution, appointed by either the Governor or the Prefectus. Hence, any calls for homerule or reform without consulting the Londinium's authorities first, is considered null and void.
