Basically I wanted to reboot the regional military, and make it at least a bit less messy for new Senators who aren't willing/able to recruit. I also wanted to completely purge the old roster and start afresh. So I figured I might as well do it through the legislature.

So as to avoid abusing Consul power (too much), I am going to delegate presiding duties (opening voting, etc.) to Bymaria for this bill.

IN THE SENATE OF LONDINIUM, August 25, 2018
Lady Cari submitted the following bill to the Senate:

SECTION 1: DISSOLUTION OF THE REGIONAL MILITIA
[1.] Effective immediately, the Regional Militia (hereafter "Militia"), as established by the royal proclamation of December 22, 2018, shall be dissolved, and all its members dismissed.
SECTION 2: ESTABLISHMENT OF THE IMPERIAL LEGION
[1.] Effective immediately, an Imperial Legion (hereafter "Legion") shall be established, as the regional army described in the Constitution.
[2.] The former head of the Militia shall be appointed as head of the Legion.
[3.] The head of the Legion shall be responsible for determining the structure of the army in accordance with the guidelines of this bill.
SECTION 3: PURPOSE AND FUNCTION OF THE LEGION
[1.] The Legion shall be ultimately accountable to the Monarchy and shall serve the interests of the region though military gameplay.
[1.1] "Military gameplay" is defined as the use of World Assembly Delegate and endorsement game
mechanics to either seize control of a region ("raiding") or to protect it from raiding ("defending").
[2.] The Legion's activities shall include, but are not limited to, protecting Londinium and its treatied allies in the event either are undergoing, or under threat of, invasion.
[3.] Any citizen may apply to join the Legion.
[4.] Reasonable requirements shall be put in place to ensure activity from each member of the Legion.
[5.] The Monarch holds sole authority to dismiss the head of the Legion, and to appoint a replacement in the event of the head's dismissal or resignation.

[1.] A Senator using military membership to meet the requirements of the position will not be removed from the Senate if he or she joins the Legion within fourteen (14) days of this bill's passage.
[2.] A former officer of the Militia will be given an equivalent rank in the Legion if he or she joins within fourteen (14) days of this bill's passage.
