Repealing Legislation Act (2018)
An act to set rules to follow while repealing previously passed legislation.

The delegate from the Principality of Nyelant (acting alone, on the recommendation of Prime Minister Bymaria), submitted the following bill to the Parliament

A RESOLUTION
Laying out rules for previously passed legislation, following the recommendation of either the Prime Minister, the Monarch, a member of the Parliament, or the Assembly of All (providing said motion has passed).
Acknowledging that there have been no such rules beforehand.
Agreeing that a proper government cannot succeed without a fashion to correct past possible mistakes.
To be put forth into debate in Parliament, so that this bill may be improved.

SECTION 1. SHORT TITLE
1. This act may be referred to as the "Repealing Legislation Act".
SECTION 2. APPLICATION OF THE RULES
1. Whenever a motion to repeal legislation is passed, the repealing process must follow every rule outlined in this bill.
SECTION 3. INTRODUCTION OF A MOTION
1. To initiate the process of repealing a piece of legislation, a motion must be introduced into Parliament. This can be done by:
i. The Monarch
ii. The Prime Minister
iii. A member of Parliament (MP)
iv. On the recommendation of the Assembly of All, following a previously passed motion to repeal said legislation in the Assembly.
2. Outlining that unlike passing legislation, repealing legislation should only be done through Parliament, though as mentioned above a motion can be introduced in the Assembly, which can then be used as a recommendation to Parliament.
SECTION 4. REQUIREMENTS TO PASS
1. Like all other normal bills, a motion to pass legislation must achieve the support of only 1/2 (50%) of the members of Parliament.
SECTION 5. A PROTOCOL FOR PASSED REPEALING LEGISLATION MOTIONS
1. When a motion is passed that involves repealing legislation, the piece of legislation in question is immediately declared null and void, and is no longer valid in the region.
2. If any member of Parliament has a question of the legality of the repeal, they may ask the Judiciary to review it. They may choose to block it if:
i. It repeals legislation that holds in force the rulings of the World Assembly.
ii. It gets rid of regulations surrounding areas that could pose a threat to someone's safety online.
iii. The leftover legislation now contradicts the constitution of Londinium.
SECTION 6. VETOING A REPEAL MOTION
1. If a repeal motion is passed, but either the Monarch or Prime Minister disagree, they have the power to veto the motion. Note that this does not give them the power to repeal legislation solely by themselves, but only the power to block a repealing motion.
2. If the Prime Minister disagrees, and vetoes the motion, the Monarch may step in and veto the Prime Minister's veto. The Prime Minister does not have the power to veto the Monarch's veto. If said motion is passed by Parliament, but vetoed by the Prime Minister, then the Monarch vetoes the Prime Minister's veto, the motion is still allowed to pass.
