Hmm. I’m still not sure about it, as it limits how successful an individual can be and puts the power in the hands of party leaders. I say this as a party leader. I’m really unsure about a full parliamentary system too, since the Prime Minister people want can differ from the MPs they want and the party they support.

I'm all for the integration of political parties, but independents should still be able to run. If they get 20% of votes, they get in. I really think that we should reduce the number of elections come election time. I found it a little hard to follow the last couple times. I guess what I'm going to do later today or tomorrow is to make my own political party to put myself into contention.

I agree and pointed out that last time we had loads of activity around election time followed by a decline. One of my arguments for shortening term lengths is that that election activity would be spread out. Im all for the integration of political parties, but independents should still be able to run. What I meant is the correlation between an individual MP candidate who may or may not be a member of a voter’s party and then who the voter wants as Prime Minister. I think elections for these should be separate, if the aim is more accurate voter representation. I guess what I'm going to do later today or tomorrow is to make my own political party to put myself into contention. It would be really great to see you create a political party, which actually reminds me I need to update the NUP. I’ll look at an overhaul sometime. The offer to join us is always there.

I guess it's worth discussing what our primary aim should be. For me, the primary goal of a shift here is to increase activity and interest in the government.
To be quite honest, in terms of having the best representation, I think the system we have now is optimal. Citizens get to vote for individual MPs and an individual PM. The problem is, that process isn't very exciting and doesn't encourage people to be invested in the political process.
By creating a system that heavily relies on parties, we are encouraging political parties to organize as entities and get their members involved. It incentivizes political organization and activity more so.
That's just my perspective at the moment!

I think that an integrated Parliament-Prime Minister system would greatly increase the importance of parties, and therefore increase participation.

A discussion we have been having on discord is about democratising the Roleplay sector. Currently the Roleplay has no system of selecting a new Head of Roleplay, we just have to rely on appointment by the initial, all-powerful HoR. I think that anyone should have the opportunity to become the head of Roleplay and by electing our head (to clarify now this is notinvolving RP with government) we could move onto new Roleplay themes or ideas with the support of our residents.

THE PROCLAMATION OF LONDINIUM A document to establish the governance of Londinium under our Sovereign and the Earth Mother.
THE SOVEREIGN
TE.1. The Sovereignis the supreme ruler of Londinium and may exercise this power over any branch of the government as they see fit. Their spouse will be entitled to the title of The Sovereign’s choice.
TE.2. The Sovereign holds the sole right to appoint the administration of the Forum, Discord, and other communications platforms.
TE.3. The Sovereign may create titles of nobility and grant them to citizens as they see fit for their work or service.
TE.4. The Sovereign shall be the head of the Royal Family and may set up decrees regarding the management of such.
TE.5. The Sovereign shall have the right to issue Imperial Orders, having the full force of law.
TE.6. The Sovereign will be responsible for the security of the region and may appoint people to assist them in this task.
TE.7. The Sovereign may appoint a Prince/ss of First Rank as Heir to the throne and may establish a Line of Succession should the Prince/ss of First Rank be unable to take the throne. If there isn’t an established Line of Succession, the eldest child of the Sovereign will be considered the Heir to the throne. If there isn’t a qualified Heir through the Royal Family or through the established Line of Succession, the Senate must choose the Prince/ss of First Rank if the Sovereign abdicates.
TE.8. The Prince/ss of First Rank is the Junior Monarch of the region and may exercise the powers of the Sovereign at any time. These actions by the Prince/ss of First Rank may be overturned by the Sovereign. The Prince/ss of First Rank’s spouse will hold the title of The Prince/ss Consort of First Rank.
TE.9. The Sovereign may declare foreign nationals or other threats as Security Risks if sufficient evidence is collected.
TE.10. The Sovereign may suspend a Citizen’s rights for up to one week if sufficient evidence is collected to point to the possible threat of them having their full rights. The Court will begin an automatic Judicial Review and if they find that the suspension is founded on truth and on sufficient evidence, the citizen shall be stripped of their citizenship.
THE IMPERIAL SENATE
IS.1. The Imperial Senate exercises the legislative power of the Sovereign on their behalf.
IS.2. The Imperial Senate shall consist of at least three (3) elected members and the optional Sovereign appointed members that shall not outnumber the elected members.
IS.2.2. The Imperial Senate shall be led by a Lord President elected from their number by a majority.
IS.3. The Senators of the Senate will have terms of two (2) months.
IS.4. The Senators of the Senate may draft, amend, or repeal legislation passed by itself.
IS.5. The Senators of the Senate may recall any elected or appointed person by an absolute majority vote. Royal Appointments of the Heir or other Successors may not be recalled without the sovereign’s approval.
IS.6. The Senators of the Senate may review treaties executive actions put into action by the executive civil government.
IS.7. The Senate may not create any legislation declaring a republic or removing the Sovereign or his heirs from power without approval from the Sovereign.
IS.8. Senate Procedures may be prescribed by law. If there is an absence of a procedure, the Lord President may use their discretion.
IS.9. The Sovereign may dissolve the Senate and call for new elections earlier than the term length at their discretion.
IS.10. The Sovereign and the Prince/ss of First Rank may not serve in the senate.
EXECUTIVE GOVERNANCE
EG.1. The Executive Government will be led by the Prime Minister, who is elected by the people and confirmed by the Sovereign for a term of 2 Months.
EG.2. The Prime Minister may conduct executive tasks on behalf of the Sovereign such as Foreign Policy, Internal Policy, and Military Policy.
EG.3. The Prime Minister may appoint a Board of Ministers to assist them in their duties.
EG.4. The Prime Minister may ask the senate to pass treaties and other agreements
EG.5. The Prime Minister, with majority approval in the senate, may declare war on other regions. The Sovereign may override this declaration.
EG.6. The Prime Minister may be dismissed by the Sovereign at their pleasure. The Senate may also recall the Prime Minister from office with a 2/3s vote of all senators.
EG.7. Should the Prime Minister be removed from office, the Grand Moff will be named Prime Minister for the remainder of the term. If there is no Grand Moff, an emergency election will be held.
EG.8. The Prime Minister must establish an Executive Line of Succession. If the Prime Minister is removed, the Executive Line of Succession will be followed for their replacement. Should no replacement be available, the Sovereign will call for new elections.
EG.9. The Sovereign and the Prince/ss of First Rank may not serve in the Executive Government.
JUDICIAL GOVERNANCE
JG.1. The Judiciary will have three justices appointed by the Prime Minister and confirmed by the senate for a term of 9 months.
JG.2. The Judiciary will be led by a Supreme Justice selected from the bench by the Sovereign.
JG.3. The Supreme Justice will create the court procedures to be used during cases in the absence of legislation outlining procedures.
JG.4. The Judiciary will have the power to review actions by the other branches of government, decide on the innocence of citizens when they are charged with a crime, and may review the results of Elections.
JG.5. The Sovereign may not serve on the court.
THE ORDER OF DRUIDS
OD.1. The State Religion shall be Ekaj Druidism and shall be lead by the Earth Warden, appointed by the Sovereign.
OD.2. The Earth Warden may appoint additional Druids to The Order of Druids to provide services to the people of the region. OD.2.1. The Order’s hierarchy is as follows, from highest to lowest in rank: Sovereign, Earth Warden, Archdruid, Druid.
OD.3. The Order of Druids shall be the final Religious authority of the region and shall regulate religious activity, subject to the review of the Sovereign.
OD.4. The Order of Druids may establish religious law in regards to religious ceremonies such as coronations and marriages. These laws shall be subject to review by the Senate and the Sovereign.
ELECTORAL TIMING
ET.1. Immediately after the passing of this document, all elected positions will be open and will require all new elections. The Senate Term will last 4 months during the first term and the Executive will last Three.
ET.2. Senate Elections, only exception being in the previous clause, will take place one month after the Executive Election.
ET.3. Special Elections for the Prime Minister will be for the remainder of the current term.
ET.4. Byelections for Senate seats will be for the remainder of the current senate term.
ET.5. The Elections will be managed by the Prince/ss of First Rank.
ET.6. The Elections will be structured as follows: ET.6.1. The Standing for the office must open at least twelve (12) days before the elections open ET.6.2. The Campaigning for office will last for the entirety of the twelve (12) days before the elections ET.6.3. The Vote will last 24 hours, all citizens are entitled to a single vote for the Executive Elections and an amount of votes equal to the number of seats in the Senate.
AMENDMENT PROCEDURES AND SUPREMACY
APS.1. This Constitution will be declared as the Highest Law of the land and replaces all previous constitutional documents and repeals all previous legislation.
APS.2. In order for this constitution to be amended, the Senate must pass the amendment and have approval from the Sovereign.
APS.3. The Sovereign may amend this document at will with Senate approval.
APS.4. Additional Constitutional documents may be made, holding power equal to this document. They shall follow the same Amendment process as this document.
This is my proposed constitution. Sorry if it doesn’t include everything but I have seen that this region could use a construction like this. A strong religion for the region could help bring some unique cultural presence and having defined electoral regulations will keep things from being too chaotic in the changing of terms. Yes, there is a missing citizens legislature but having only an elected one makes people more active as they, in order to give serious input on legislation, would need to give it their all and be politically motivated.

That is A: way too much to read this early in the morning and B: doesnt that go against our constitution? Bymaria the "idea" with the council (in the question of HoRp) I suggested to make the current System "law" and more fleshed out. I say we let people, when the old RP has died out , make Suggestions to what the Next RP could be - cold war , modern etc.- then all who want to Participate in one of those eras can vote for a theme and the theme with the most positive votes gets to be the New RP. The HoRp (Hristijan and I) are then tasked with doing their thing and making it play able (stat cards , rules etc.) And the person Suggesting the New theme can be a temporary "help" and can try to make things how he wanted it to be played. I find this to be the Best option , since questioning the sovereinity of the HoRp could end in chaos and would be no good. I think Hristijan did good job so far and should continue to do so. PS: yes , it hurt saying the last paragraph

The religion will be ceremonial in nature, yes. Just like any religion it will be there to give guidance and to invoke a sense of community I feel giving it a shot will go well in the long run.
