Bymaria introduced the following bill to the Assembly for debate.
A BILL
Formally establishing a Civil Service of Londinium by expanding each of the current ministries to include more positions, in order that more nations can get involved or take on roles of less responsibility.
Ensuring all government departments have the resources to function effectively.
BE IT ENACTED by the Assembly of All and Parliament of Londinium in the legislature assembled,
SECTION 1. SHORT TITLE
This act may be cited as “The Civil Service Act of 2018”.
SECTION 2. OVERVIEW
I. A Civil Service of Londinium shall be established, consisting of all members of any of our executive government departments, primarily those of the following four branches: the Ministry of Diplomacy, the Ministry of Development, the Ministry of Population and the Ministry of Security.
I. Only the heads of these ministries or departments shall have Region Officer authority, as already recognised, and no in game powers are being granted or changed through this act.
II. The respective ministers for each of these four government departments, under the supervision of the Prime Minister, shall oversee appointment and dismissal from the positions in their ministry only.
III. A Factbook page shall be created recording current occupants of each Civil Service position.
SECTION 3. THE MINISTRY OF DIPLOMACY
I. Under the leadership of the Chief Diplomat and Prime Minister, new roles will be added to aid in the maintenance and construction of embassies.
II. (A)The position of ‘Ambassador’ shall be created, acting as a representative of Londinium to regions with which we have a forum embassy, in game embassy or both.
(B)Should the leadership see fit, an incumbent ambassador will join the discord and/or forum of the region they are ambassador to, in order to provide embassy updates and to collect and review notable information on that region. They may also be tasked with ensuring we are in compliance with a region’s foreign policy.
(C)There is to be no specific limit to the total number of ambassadors, however there is to be an absolute maximum of one to a region at any one time.
III. (A) The position of ‘Diplomat’ will also be created as part of the Diplomacy Ministry. Up to three initial diplomats may be appointed. Any resident citizen may take up the position of diplomat as their main focus or as an additional service.
(B) Diplomats are to be appointed and dismissed with each Chief Diplomat, though may be renewed or replaced at any time for any reason.
(C) The job of a Diplomat is to recommend regions we may be interested in constructing embassies with,
IV. Of all current serving Diplomats and Ambassadors, one is to be appointed Deputy Chief Diplomat by the Chief Diplomat, to replace them should they resign, become inactive, or take a leave of absence during their term.
SECTION 4. THE MINISTRY OF DEVELOPMENT
I. Under the leadership of the Minister for Development and Prime Minister, new roles will be added to aid in regional development.
II. (A)Through the mentor program, all mentors shall fall under the domain of the Ministry for Development.
(B)The responsibilities of a mentor will include welcoming and integrating new members, acting as a guide, as well as answering questions from new residents/citizens.
(C) There is to be no specific limit to the number of Mentors, as they are to be appointed and dismissed as the leadership sees fit.
III. There is to be a Deputy Minister for Development, chosen by the Minister of Development at the start of their term to replace them should they resign, become inactive, or take a leave of absence during their term.
SECTION 5. THE MINISTRY OF POPULATION
I. Under the leadership of the Minister for Population and Prime Minister, new roles will be added to aid in regional growth.
II. (A)There are to be up to three Recruitment Officers appointed at the start of the Minister’s term. Any resident citizen may take up the position of Recruitment Officer as their main focus or as an additional service.
(B) Recruitment Officers will meet with their supervisor to adapt recruitment telegrams and review recruitment strategy. They are encouraged to send recruitment telegrams themselves through the manual recruiter system.
III. Of these Recruitment Officers, one will be selected as Deputy Minister for Population should the current incumbent resign, become inactive, or take a leave of absence during their term.
SECTION 6. THE MINISTRY OF SECURITY
I. Under the leadership of the Minister for Security and Prime Minister, new roles will be added to review threats to the Union and alert the government.
II. The Minister for Security may - at the start of their term - appoint up to two trusted Security Advisors, charged with looking for potential security threats and advise their superior on how to act.
III. One Security Advisor will be selected as a Deputy Minister for Security, should the current minister resign, become inactive, or take a leave of absence during their term.
SECTION 7. ON THE ESTABLISHMENT OF NEW CIVIL SERVICE ROLES
I. Should the head of a government department (including those outwith the four mentioned ministries, or those established after the enactment of this act) wish to establish additional roles within the civil service, they must first seek the approval of the Prime Minister or Monarch. If this is granted, the position should be added to the Civil Service Factbook.
I don’t have much experience with this (but followed a US format) and wrote it while sleepy, so if anything’s wrong or off please point it out. Thanks.
