Puppet Power Reduction Act (2018)
Scope: To reduce abuses of power, particularly by nations attempting to abuse power covertly.
Definitions:
* New nation: a nation which has just been granted membership to Londinium.
* Position: A governmental position as defined by the Constitution or any laws of Londinium.
* Office holder: A member nation of Londinium holding a position.
Provisions:
Article 1: Restrictions for new nations
1.1 A new nation cannot vote in any poll, election, or any other form of voting initiated before the new nation became a member of Londinium.
1.2 A new nation will not be able to vote in any election involved in choosing a member for any position until after the seventh day of their membership.
1.3 A new nation is not eligible for any position until after the 45th day of their membership, except for positions included in Article 3. In the case where the position is a life time position, a new nation is not eligible for the position until after the 90th day of their membership
1.4 Should a nation leave Londinium or have their membership revoked under any circumstance, if their membership is reinstated they shall then be considered a new nation again. They will thus be subject to every provision of this act again.
Article 2: Restrictions on office holders
2.1 Unless otherwise specified in the Constitution of Londinium, any member nation of Londinium can hold a maximum of one position at any given time, not including excepted positions listed in Article 3.
2.2 No elected office holder can be elected to a different position while still in their current office EXCEPT for the Pro Tempore; the restrictions on the Pro Tempore are clarified in Article 3 Section 3.
2.3 The minimum period between terms for two different positions for a single member nation is 3 months. No office holder can be elected or appointed to a different government position without having first held no position for a minimum of 3 months; excepted positions listed in Article 3 may still be held.
2.4 The Speaker for the Assembly of All must be elected from the member nations of the Assembly of All.
Article 3: Exceptions
3.1 Any exceptions specified in the Constitution of Londinium that are not explicitly stated here are included automatically as exceptions
3.2 Unless otherwise specified in the Constitution of Londinium, any member nation can be appointed to a Cabinet position at any time.
3.3 A member of Parliament can hold the office of Pro Tempore only if the number of votes required in Parliament to pass a bill does not change when the Pro Tempore acts as standing Prime Minister. Otherwise, the Pro Tempore must be chosen from the Assembly of All. The Speaker of the Assembly cannot be chosen as Pro Tempore.
