[Note: This is an opinion thread, not a debate thread. There isn't really a right answer here, most likely.]
So, when I helped develop and write Londinium's constitution, I was unaware of a peculiar factor that was seemingly present in most of the region. I'll come right out and say it: I was under the impression that the regional government was little more than a gameplay (OOC) institution, while many others seemed to approach it from a roleplay/IC perspective. Honestly, until the first elections came and all the parties but mine ran on IC political platforms, I didn't even think regional government could be viewed in any way but OOC.
(for the record this is not me being salty over losing, the election just got me wondering xD)
But in Londinium, it appears as though we're looking to legislate in-game and RP national policy through the Upper House. The party platforms were almost all focused on RP policy. I am fine with this, and it works well enough with the constitution; it's just a foreign concept to me as a feederite. =P
So, kind of a research thing/poll here. How many of y'all think the regional government is a gameplay institution, how many of y'all think it's a roleplay institution, how many of y'all think it's a mixture? Why do you think this way? I want to hear your ideas.

I Personaly think that the government is/should be a roleplay focused concept that is backed by a gameplay mechanic that helps rationalise certain events to help the roleplay to advance and to be consistent in its effort to be "realistic " as possible .

I'm content with it being for both. IC policies help to make things more interesting and roleplay has become an important part of gameplay. I think it's also important to have OOC elements as well as that is a typically basic thing that I thought would be absolutely necessary for the government. The responsibilities of government ministers should be gameplay focused with emphasis on expanding the region, running it and keeping it safe, but I see nothing wrong with adding extra IC roles. I always thought that legislation should be mainly roleplay centred, so therefore since all branches are linked, the executive and cabinet too.
