Amidst the recent madness that has unfolded before us, I would like to propose that the judiciary decide on the trial of the former Attorney General, now in custody, Tiberius Cecil. I would ask that our justices recognise the remarkable circumstances of this individual case when reaching a decision on which charges to try the user and their corresponding punishments. Tiberius has proven a significant asset to Londinium and this deserves to be taken into account.
Here are all of the charges which I’ve found he may be tried on, in accordance with the criminal code:
Vexatious Litigation: Vexatious Charges shall be defined as the filing of criminal charges against another player despite the filing party's knowledge that that said charges were meritless, frivolous, repetitive, and/or burdensome.
Identity fraud: Identity Faud shall be defined as a deception made of one's self, or knowingly abetting in another's claims to a false identity, wherein this fraud threatens the security of Londinium, or circumvents the laws and legal processes of Londinium.
In observance of the criminal code, “Vexatious Charges punishment can include a Court ordered public apology and/or a ban of 2 months.”, and identity fraud carries variable punishment. I do believe that Tiberius is not wholly accountable as the creation of Saint Ehm was due to a deceitful idea installed by the monarch.
I’ve reached the conclusion that if - after a trial - he be found guilty, it would be unjust and unwise for a ban lasting an extensive period of time.

I would additionally like to point out that Mr Tiberius has already faced considerable punishment from both the NS moderators and his own regrets. I would recommend recognition of guilt with an official apology, but no ban or at least a minimal ban.

As previously mentioned on RMB, I have recused myself from the consideration of this case. It will be the responsibility of my fellow justices to determine Mr. Cecil's fate.

I'd like to encourage Fortwhile to weigh in, determine the charges (though I'd also invite SA to list the ones he found Tiberius guilty of), and appoint a prosecutor.
It is also up to Fort whether or not he wants to press charges.

After thinking about it, I'm strongly leaning toward banning Tiberius Cecil by royal decree.
The right of trial is only afforded to citizens. And as Tiberius Cecil appears to be DOS on Nationstates, he is incapable of being a citizen.
I have submitted some questions to Tiberius to see if any other relevant information exists. Hopefully we will have a final decision soon.

Yesterday I informed both the Monarch and the Prime Minister that I have formally appealed the Mods decision. By reading current rules it may take up to several days before they all reach a decision. After playing this game for five years and not having a Mod Warn before is what formed my basis for the Appeal.
Since speaking to the Monarch and PM and making the Appeal it has also come to my attention that a former friend did at one point hack into both my computer account and Nation account. I have remedied the situation on my end and let the Mods know.
I honestly can't see how they could not reverse the DoS decision but we will just have to see.

So I have received the following decision from the Mods:
"DOS decisions require the endorsement of most of the active Moderation team. As such, there are no remaining mods available for a Final Appeal. However due to the the overwhelming mitigating factors in this case the Mods wish to revise our decision by lowering the "permanent" DoS order to a 6 month ban from NS. You still technically engaged in puppet flooding and that is how we reached this decision. We formally apologise for a decision that winded up being too hasty and initially unfair. You are extremely lucky to get this so please don't squander it."
