In order to ensure the fairness of votes in Parliament, the following test is established:
1) If the majority of votes is yea, the motion passes.
2) If the majority of votes is nay, the motion is tossed.
3) If the majority of MPs abstain, the motion will be reviewed and voted on again. A motion may only be reviewed and/or altered and voted on twice after the initial vote. If the motion does not pass with a yea majority of votes in the third round of voting (second vote after review and/or altering), it is tossed.
4) If for any reason the majority of MPs neither vote nor abstain in a motion, the PM shall call a re-vote.
