I think it is a good idea to use a section of the forum as the upper house, but we can later move it somewhere better. I know it's early, but if any of the Lords would like to write a basic bill and propose it you are free to do so. We can currently record support by having other Lords posting approval - a poll could mean other nations would vote. We should decide if we want a specific format for bills or even none at all, so long as it clearly lays out what the bill would do if made law.

I'd like to submit a proposal to the House of Lords and if one of the lords would sponsor it or adapt it we can get it voted on. My idea is to have all major Assembly of All decisions voted on on the off-site forum to prevent voter fraud. Important decisions would be decisions that have a profound impact on the region, for example elections or membership of any inter-regional alliances, etc.

I envisioned the Assembly of All being on-site, but I agree that fraud could be an issue.

I agree that the most important descisions should be done offsite, that way theres no fraud and its mostly active members that vote

My vision when writing the constitution was to have the Assembly of All decisions made exclusively off-site. I therefore propose a compromise, where someone (not sure whether PM, Monarch, or Speaker) can declare a particular bill important enough to hold the vote offsite.
(very fine legalese right there xD)

I'd also like to encourage all Lords to look at the political parties and see if they are interested in joining one or making one of their own.

That's 2/3 of the lords in support with none against yet or none abstaining. I'll create a NS poll in the region and the Assembly can vote on it.

I'm interested in what the House of Lords think about Londinium's position on paying ransoms. I'm now opening the floor for debate and I'll post in the RMB to see everyone else's opinion. If one of the Lords could come up with a somewhat formal bill that would be good. I've asked in the library thread about recording laws, including how they should be written, so a comment from you would be especially useful. Thanks.

I have not thought of a good way to write down the laws though.
