Lady Cari introduced the following bill to the Assembly for debate:
A BILL
Establishing the process through which residents of Londinium can obtain citizenship, and the requirements for the obtaining and retention of citizen status.
Be it enacted by the Assembly of All and Parliament of Londinium in the legislature assembled,
SECTION I: TITLE.
1. This act may be cited as the Citizenship Act of 2018.
SECTION II: PROCESS.
1. Any resident that meets the requirements detailed in Section III of this act, and is not barred from citizenship as detailed in Section IV of this act, may apply to become a citizen.
2. To be considered for citizenship, a player must disclose the following information in their application:
2.1. Their primary nation within Londinium.
2.2. All other identities currently used in NationStates. An identity shall be defined as a name, character, nation or other persona by which the citizenship applicant has gone or has used in the past, be it across multiple regions or just one.
2.3. All identities previously used in NationStates.
2.4. All regions in which the player is currently a citizen, or equivalent to a citizen.
2.5. All regions in which the player has previously been a citizen, or equivalent to a citizen.
3. To be considered for citizenship, a player must make the following oath: “I, [nation], swear that I have, to the best of my knowledge, been truthful in applying for citizenship in Londinium and that I have disclosed all required information. I swear to be loyal to the Union of Londinium and its citizens, and to abide by its Constitution and any and all laws made pursuant to it.”
4. The application shall be posted on the regional forum, in whatever location and form that the Minister of Population and forum administrators shall agree on.
5. Applications will be approved or denied by the Minister of Population, any deputy the Minister appoints to this purpose, or the Monarch.
6. Any denial of an application must be accompanied by the reason for the denial.
7. The legislature has the power to define valid and invalid reasons for the denial of an application.
SECTION III: REQUIREMENTS.
1. A player applying for citizenship must meet the following criteria:
1.1. Must have a nation in the region Londinium.
1.2. Must not have been a citizen of a region hostile to the Union of Londinium in the last 30 days.
1.3. Must have registered an account on the regional forum.
2. To retain citizenship, a player must meet the following criteria:
2.1. Must maintain a nation in the region Londinium; though the nation may change if the Minister of Population or the Monarch is notified.
2.2. Must not be a citizen of a region hostile to the Union of Londinium.
2.3. Must make at least one post anywhere on the regional forum every 30 days.
3. The Minister of Population may review citizens’ compliance with clause 2 of this section as they see fit, or when ordered by the Monarch or Prime Minister.
SECTION IV: EXCEPTIONS.
1. A player may be barred from obtaining citizenship by the Judiciary if found guilty of a crime against the Union of Londinium or any of its citizens.
2. A player may be barred from obtaining citizenship by the Monarch, the Minister of Security, or the Parliament, if it can be demonstrated that the player poses a threat to the Union of Londinium or any of its citizens.
2.1. A player so barred by this clause may appeal to the Judiciary to have this restriction removed.

NOTE: This bill will not be submitted until a constitutional amendment distinguishing residents from citizens has been drafted and made law. I will work on said amendment as soon as I can.
I tried to make this as balanced as I could. You may notice a lot of discretionary power given to the Monarch...I've been waist deep in TWP politics lately, and this is a reflection of that. <.<
