I think this is a great idea! Here’s the telegram I’ve been using with stamps (just a slightly modified version of yours):
6,219 Delivered 763 Read (12.27%) 32 Recruits (conversion rate: 0.51%) Slightly irritating that unread ones aren’t refunded.

It's not a spammy advert telling you that grandeur lay ahead.
It's just the start of a conversation.

It's from where you will govern, gain your nation influence, and grow.
So what do you want your region to offer?
Safety? Security?
A place to roleplay?
A place to achieve power for your nation?
A place to peacefully rule?
Or a place from which to launch conquest?

We are about 6 months old.
Not [b][i]so[/i][/b] young that we are irrelevant or boring.
But not [b][i]so[/i][/b] old that we are close-minded or stale.
We have an open government ruled by a strong monarch and an elected Prime Minister.

On first glance Bymaria, I'd say that my telegram is a shade more effective than yours. Yours got read by a larger percentage of people, but a lower conversion rate. Mine seems to have gotten a larger overall conversion with fewer people having read it.
That being said, both are kinda "meh". Would really like a telegram that approaches a 1% conversion rate. Trying a new one above.

Thing is, a lot of regions are gonna say similar things. "We have this, we have that, yadiyada". Most telegrams we see are long and informative. We want to stand out, to be different in some way. It doesn't mean we have to go with a short telegram, but we need to stand out.
The only thing with long telegrams is that they can get boring. If someone is bored reading our telegram, no matter how much we offer, they won't care to join. It doesn't mean that our long telegrams are boring, but long will increase the chances of boredom.

Though don’t expect much, it’s just to test. Maybe if we start with something as we have had before going on to all the things we have to offer and mixing the main body up. FYI, just thinking this up as I type.
I don’t know if structure is more of an answer with clear bold, exciting headings about each element of the region. The reason I’m thinking this is that people may just scroll through it and this could catch their attention. Fort’s second one does this through repetition of the message that you choose your future here, etc, but maybe if we incorporate everything there is to do here into that same technique we’d see results.
