I wish to advise the Parliament of my vote being changed to a "nay" being that this bill conflicts with Section 1, Article V of the Constitution, moreover a change of personal opinion against formal citizenship.

If you're referring to this: " Article V: Rights of Citizens. [§1.] No citizen of Londinium shall be denied the following rights: the right of free press, the right to protest, the right to a fair trial, the right to freely practice religion, and the right to believe and express their own opinion." I don't see how there is a conflict.

I see the point given.
In the constitution it states a Citizen is a nation residing within the Region- ‘The terms “citizen” and “member” refer to a player maintaining at least one nation in the region.’
However this act lays out that not must that nation only be residing within Londinium, but they must met certain criteria; 1.2 The applicant must be a member of the regional forum of the Londinium.
1.3 The applicant must not have any other account with citizenship on said forum.
1.4 The applicant must have filled the citizenship application truthfully; lying willfully on an application will result in the immediate dismissal of the application and the applicant will not be able to reapply until a period of 10 days has elapsed. The Prime Minister or Monarch my at his/her own discretion allow such reapplication without waiting for the 10 days period.
1.5 The applicant must pass the security check conducted by the monarch or any designated person directly appointed by the monarch providing they are an active forum member.
This would seem to be in conflict of the Constitution of Londinium.

There is nothing wrong with a Citizenship thread most regions with forum's have one. I suggest that we amend the bill to allow passage.
Citizenship threads help with Forum due diligence and so on. Having been on NS since 2013 I find it an eye sore that no such thread exists.
I still don't quite understand what the muck up is.
I suggest that those finding issue with it propose an amendment.

I agree.
A a citizenship thread will be key for the region. But that doesn’t stop it conflicting with the Constitution.
And yes, an amendment will most likely be needed.

I will await the Prime Ministers thought on the matter and then we can perhaps table and work out an amendment.

Not just the constititional conflict, but also my personal opinion. Everyone eho joins the region should be an automatic citizen. So I will not be changing my vote.

Keep in mind that this does not include membership in the Assembly of All. Members having abstained from more than three votes in the Assembly are automatically excluded from participating in future votes.

In accordance with Article VI of the constitution, I agree that for a citizenship act to be passed, an amendment would be necessary, however parliament has passed the bill.

If it fails in the Assembly, then go back and amend the act or wait till you get an amendment passed. If it passes the Assembly, I block it as unconstitutional. It all works out.
