Added the WA Delegate / Bishop of London as an elected position.
I would really like keep this moving and not let it stall like some other reform efforts. If anyone has any objections, please let the be known, or we'll vote after Sopo is elected!

Do senators and citizens vote in the same elections?
And should we have a set number of senators? Or set maximum depending on population? If everyone except the High King is a senator, wouldn't that be a little ludicrous?

The Senate is supposed to function like the Regional Council, so the intent is precisely to have the majority of citizens be Senators. I doubt that absolutely everyone will be a Senator at all times.

The idea is that we *want* people to be Senators.
